Pass It On – Outdoor Mentors Welcomes Marshall Starks as Regional Director

Wichita, KS — March 2, 2026 — Pass It On – Outdoor Mentors is excited to welcome Marshall Starks to our team as our first Regional Director. Marshall brings more than 7 years of fundraising experience, having worked as a Regional Director with national NGO’s. Throughout his career, he has organized local volunteer chapters to hold fundraising events, principally banquets and assisted in major gift development, raising millions of dollars for conservation.

Marshall holds a bachelor’s degree in Defense and Strategic Studies from the United States Military Academy at West Point, giving him a sound and experienced background in management and leadership.

 “Our mission has always been about relationships—between mentors and youth, families and the outdoors, and supporters who believe in what we do,” said Scott Petrie, CEO of Pass It On – Outdoor Mentors. “Steve’s depth of experience and genuine passion for mentoring through the outdoors make him an incredible addition to our team. We are thrilled to have him on board and excited for the impact he will help us create.”

Marshall Starks was born and raised in Central Florida, where he spent much of his childhood in the woods with his father pursuing deer and turkeys. His deep passion for the outdoors has taken him across North America in pursuit of a wide range of species. Marshall served in the U.S. Army, earning his bachelor’s degree in Defense and Strategic Studies from the United States Military Academy at West Point. He now lives in Indianapolis, IN, with his wife, Allison, and is excited to support the continued growth of Pass It On - Outdoor Mentors.

Following his military service, Marshall transitioned into the conservation nonprofit sector, joining us after six years in event‑based fundraising with another organization. At Pass It On, he will focus on establishing chapters nationwide and launching fundraising events to help Outdoor Mentors achieve its goal of providing mentored hunting and fishing opportunities in 40 US states within the next 4 years.
